What the independent test changes
If DeviceOK passes
A DeviceOK camera pass means the camera can stream to the browser; prioritize Discord selection/permission/app conflict.
If DeviceOK fails
If DeviceOK fails too, return to camera detection, shutter, connection and OS/browser access.
Check these in order

Check Discord camera selection and camera permission.

Close another app if it has exclusive use of the camera.

Compare the camera in the operating system's camera app if DeviceOK also fails.
Retest instead of guessing
