What the independent test changes
If DeviceOK passes
A webcam that works in DeviceOK but stays black in OBS points toward OBS source selection, contention or source properties rather than total camera failure.
If DeviceOK fails
If the camera also fails in DeviceOK, troubleshoot detection/connection/permission outside OBS first.
Check these in order

For a webcam, run DeviceOK Webcam Test.

Close another application that may have the camera/capture device open.

In OBS, add or reselect the correct Video Capture Device source.

Check source resolution/frame-rate only after the device is visible.
Retest instead of guessing
After changing one setting, run the independent DeviceOK test again before moving to a more invasive step. This preserves evidence and avoids changing multiple variables at once.
